Are there differences between dApps and Operating Systems?

An operating system is what applications / programs run on - the Telos blockchain for instance, or Microsoft Windows is a more famous example.

Applications are the programs which run on the operating system providing a purpose for the user. ie. games, publishing, communication, designing, spreadsheets etc.

dApps are decentralised applications, generally running on a decentralised operating system like Telos.

dApps of course would tap into multiple operating systems. Ie - Telos + Android or Telos + Windows.

This is not my area of expertise, but I am pretty certain this is correct, generally speaking.
